The Former President's Progressive Alarm Misses The Continent's True Threat: Economic Decline.

Donald Trump's national security strategy presents a flawed view of the European Union. It claims that open-border policies and what it terms "progressive" policies pose an existential risk to European civilization. Yet, this perspective is based on a serious misinterpretation of the reality. The actual danger facing Europe is not societal but technological and economic backwardness.

The Stark Growth Gap Separating Europe and the US

Statistics paint a sobering picture. Between 2008 and 2023, American economic output grew by eighty-seven percent, while a mere thirteen and a half percent increase for the EU. During this period, EU GDP per capita fell from 76.5% to just half of the American figure. Strikingly, even Mississippi now boasts a higher per capita income than several leading EU nations like Italy and France.

Today, about half of the world’s top fifty technology firms are American, while only four are from Europe.

The Innovation Shortfall: The Core Problem

This widening economic gap is driven by stronger efficiency gains in the United States, fueled by technological innovation and higher total factor productivity. The landscape of global tech leadership is decidedly US-centric. In the last five decades, 241 US firms have grown into enterprises valued at over ten billion dollars, versus only fourteen in Europe.

This gap raises a pressing issue: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, what is the EU stand? Experts widely agree it is essentially a two-horse race involving the US and China, with Europe starting at a significant disadvantage.

Underlying Factors of Europe's Technological Lag

A number of major reasons explain this technological divide.

  • Venture Capital: The United States has a much more robust and more dynamic system for funding startups. Europe has yet to establish a genuine unified investment market, which limits the scale of new firms.
  • Regulatory Fragmentation: Complex and divided rules hinder European business. A American entrepreneur can launch a product under a single set of laws to access a market of over 330 million. The European Union, despite a larger population, is split among 27 separate systems, creating huge internal barriers.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In some EU nations, business failure was once met with stigma, whereas in the United States, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. The continent's chronic underinvestment in defense has eroded its capacity for pioneering research.

The Road Ahead: Grounds for Hopefulness

In spite of these challenges, one can find reasons for hope. European leaders are increasingly aware of the existential challenge and have started to propose serious reform. Notable reports on European competitiveness and the single market highlight the need for major reforms.

Given appropriate incentives and regulatory reforms, these assets could support far greater degrees of commercial innovation.

The continent retains significant strengths: high-quality human capital, excellent schools and universities, and premier research institutions. Coupled with a vast domestic consumer base and substantial household savings, these foundations have the potential to unleash a surge of investment and entrepreneurship.

Importantly, even if the EU does not become the leader in creating next-generation tech, it can still dramatically boost economic output by adopting and adapting innovations from other regions.

A Critical Juncture

The European Union now faces a decisive moment. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". So far, the continent's technological decline has been gradual. But, if it fails to take decisive action to tackle its deep-seated problems, today's slow erosion could give way to a rapid and permanent decline in global economic relevance.
